RULE FINANCIAL DEVELOPS SECURITIES FINANCE MESSAGING SYSTEM FOR RAPID PROJECT IMPLEMENTATION AND INTEGRATION

Accelerator Library and Securities Finance XML Interface to Significantly Reduce Time to Market, Project Costs and Operational Risk

London, 7 March 2005 – Rule Financial, the leading London-based business and IT consultancy for the wholesale banking market, today announced its strengthened business offering in the area of securities finance. Building on its in-depth knowledge of the market and available software solutions, Rule Financial has now extended its offering through development of an ‘accelerator’ library and the licensing of a newly-developed software utility, Security Finance Objects (SFO). SFO, developed in partnership with and installed in one of Europe’s leading investment banks will accelerate project timescales, thereby reducing costs and operational risk. A global, city-based brokerage has also selected SFO to streamline its securities finance integration project.

Rule Financial has long-term experience in business architecture design and process review, API development, test management and testing and project management for investment banks, brokers and hedge funds within the area of securities financing. The consultancy’s in-depth domain knowledge ensures best-fit application selection of one of the industry’s three main securities finance products – Sungard’s GlobalOne, Anvil Software’s ARTS product, and Sungard’s newcomer Martini, a real-time global trading platform for repo, bond and equity financing.

SFO is a Java-based, XML messaging system that streamlines the entire securities finance trade lifecycle, from order management and trade execution to back office clearing and settlement. SFO integrates quickly and efficiently with the industry’s leading securities finance applications and can be hosted in a variety of industry environments, including J2EE, MQ Series and OpenAdaptor, an OpenSource messaging framework that is increasingly popular with leading investment banks.

David Little, Head of Securities Finance, Rule Financial, comments: "With more than seven years’ experience in the sector, we have developed a deep understanding of the intricacies of trade capture and processing within this rapidly developing business area. The introduction of SFO will enable us to help clients integrate their securities finance systems using modern messaging technologies, reducing project implementation by up to six months. SFO is a mature trade and settlements feed that can be used to connect ECNs to trading systems, and trading systems to settlement systems, using a common data model*."

David Field, Managing Director, Rule Financial adds: "With our growing team of industry specialists, combined with the company’s range of leading-edge project accelerators and its exceptional track record in technical delivery, we have built a reputation for business experience, technical excellence, commercial innovation and flexibility. We are delighted to be expanding further into the securities finance sector, diversifying our range of capabilities and asserting ourselves as market leaders."
