TIBCO MODERNISES JERSEY'S STATE BENEFITS PROCESSING

BPM Solution from TIBCO Helps States of Jersey Department of Employments and
Social Security System Speed Benefit Processing and Payments and Improve Systems Management

PALO ALTO, Calif., August 15, 2005 - TIBCO Software Inc. (NASDAQ: TIBX), a
leading business integration and process management software company that
enables real-time business, announced today that the States of Jersey Department for Employment and Social Security has successfully replaced its benefits processing systems, completing its modernisation and automation project with TIBCO® Business Process Management software, using TIBCO® Staffware Process Suite. This system migration is in keeping with recent legislation mandating changes in the processing times of benefits claims. The legacy system was first put in use in 1991 and built on an ingress database that used an emulation mainframe system with the old style, "green screen" monitors. Further, and pivotal to the modernisation of the Department, the entire system was reorganised in order to realise greater efficiencies across services.

According to Charlie Darkins, Systems Analyst of Technology Services of
Capgemini, who was brought in to help the Department access its situation and
needs, the Department needed to modernise its system so it could: free up staff
to deal with more problematic cases; introduce and use straight-through-
processing for day-to-day claims processing; integrate databases and business
processes across all divisions; speed claims processing and increase accuracy of payments; and raise overall efficiencies across the Department.

Tom Gales, Policy and Strategy Director, States of Jersey said: "TIBCO was

integrated disparate activities and databases of the various divisions under the Department into one management system. This improved the way everything from contribution collections to pension payments are managed by the Department.

The TIBCO Staffware Process Suite modelled business processes for the
Department through a user-friendly, graphical modelling environment. This
allowed the Department to execute activities such as pensions, sickness
benefits, family allowances, disability payments, and contribution collections
with the TIBCO® iProcess Engine - a powerful process management engine designed
to handle extremely high-volume, mission-critical transactions across multiple
servers. It also tests and manages a set of given business rules and analyses
the effectiveness and efficiencies of entire business processes. This enables
Gales and his IT management team to establish and continuously measure Key
Performance Indicators for ongoing process performance and improvement.

The Department's system now handles the records and individual needs of
approximately 75,000 people and will continue to evolve and enable increased
automated electronic transactions. Benefits of the TIBCO solution include an
improved turnaround time for benefit processing, increased proportion of
payments made or received electronically and a reduction in administration costs per pound of public benefits paid.

To make a claim, a claimant now submits a completed form that is scanned,
automatically creating a job or case in the BPM system. The job advances
through a number of steps, according to the process model, to complete the
claim. If any of the rules are broken, an alert is automatically sent to the
appropriate queue where a staff member addresses it.

By integrating databases and processes, the Department is able to track any
aspect of its services. The Department can also follow individual cases
automatically. As with sick payments it is possible to follow a person from the
point where they make their initial claim through doctor visits, medical
treatments and evaluations, and onto recovery and the point when they return to
work and payments end.
