Harborough District Council is no longer perplexed by text and have realised that convenience technology in the form of Text Message Server (TMS) from Avanquest is a simple way to improve services for residents.

The upsurge in SMS as a convenient and fast means of communication, coupled with low cost and accuracy, makes SMS a unique and confidential means of communication.

Peter Rowbotham, Customer services manager at Harborough Council said "This initiative is about making it easier for people to contact the council. Not everyone has the time to visit the council offices in person and can find texting questions and service requests easier and faster." People who notice problems from abandoned cars to fly-tipping sites can now use their mobile phones to text council-related queries to staff. Peter Rowbotham commented that "More than 60 per cent of the population have mobile telephones and people in the UK send more than a billion text messages every month, the Government and Harborough District Council believe this is a medium which should be offered to residents as a quick, easy and cost effective way of contacting us."

Developed by Avanquest UK, experts in the field of Business Process Automation for the Enterprise, TMS is specifically aimed at the server based market to offer desktop users the benefit of this most popular communication tool. Texts are received at the Harborough District Council’s call centre in the form of an email and then actioned.

TMS has been used by various organisations with similar effectiveness. Brockenhurst College has implemented TMS to facilitate one-to-one mobile contact between students and tutors and the Liberal Democrats used TMS to enable their ‘Text Simon’ campaign during Simon Hughes’ London Mayoral Campaign in 2204.

The system at Harborough Council, which was funded by a Government grant, means customer services staff can, from their desktops, send acknowledgements and replies back to mobile phones. The technology can also be used for consultation purposes, sending out community messages and the processing of electronic payments.
