FIX Protocol Ltd Announces Release of RFP as Next Step in Launching Certification Program

New York, October 15, 2003 – FIX Protocol Ltd. (FPL) announces a Request for Proposal (RFP), developing an FPL sponsored Certification Program, which is now available on the FIX Protocol in the What’s New section of the home page. The deadline for submission of responses to the RFP are due November 17th, 2003 to the FPL Program Office, Max Mansur of SWIFT, Executive in Charge for the Certification Working Group, and Dan Doscas of Lehman Brothers, Chairman of the Global Fixed Income Committee (GFIC).

The RFP is in direct response to the recently released Request for Information (RFI). The RFI enabled FPL members interested in becoming certifiers to contribute to the process by commenting on the Request for Proposal (RFP) and a draft Rules of Engagement (ROE) which both describe FPL’s approach to establishing this program. A total of six vendor firms responded to the RFI including B2BITS, FIXML Flyer, LLC/Tepin Information, Javelin Technologies, Inc., SWIFT, Thomson Financial AutEx and TransactTools, Inc. The FPL Certification Working Group held a Q&A session for the respondents last week which resulted in some refinements to the Request for Proposal (RFP).

Goals of the Certification Program include: reduction in both cost and effort related to implementation and utilization of the FIX protocol; promotion of compliance with the FIX standard by improving the overall quality and consistency of FIX; and, the ability to gauge the difficulty in connecting with potential counterparties via the protocol. The announcement of the selection of initial certifiers will be made in December 2003.
