The RFP is in direct response to the recently released Request for Information (RFI). The RFI enabled FPL members interested in becoming certifiers to contribute to the process by commenting on the Request for Proposal (RFP) and a draft Rules of Engagement (ROE) which both describe FPLâs approach to establishing this program. A total of six vendor firms responded to the RFI including B2BITS, FIXML Flyer, LLC/Tepin Information, Javelin Technologies, Inc., SWIFT, Thomson Financial AutEx and TransactTools, Inc. The FPL Certification Working Group held a Q&A session for the respondents last week which resulted in some refinements to the Request for Proposal (RFP).
Goals of the Certification Program include: reduction in both cost and effort related to implementation and utilization of the FIX protocol; promotion of compliance with the FIX standard by improving the overall quality and consistency of FIX; and, the ability to gauge the difficulty in connecting with potential counterparties via the protocol. The announcement of the selection of initial certifiers will be made in December 2003.
