Fiserv was one of six policy administration system suppliers evaluated by Gartner in the report for market understanding, product strategy, system capabilities, overall viability and customer experience. Gartner reports that, vendors have rearchitected their solutions over the past five years to be compatible with newer platforms (such as .NET or Java EE), to utilize improved business rule engines and workflow technologies, and to be more open to enable better and faster integration with surrounding applications. As a result, vendor alternatives are better, and insurers can make a stronger business case for buying versus building because most insurers lack the skills and resources to develop policy administration systems that can compete with the best vendor offerings. The report also states that the demand for policy administration packages is expected to continue to rise, especially among Tier 2 P&C insurers in North America.

The Java-based Policy STAR solution is a single system supporting 17 personal and commercial lines of business and providing insurance carriers efficient, flexible policy administration. The system can be configured without technicians to support a variety of products, which enables insurers to quickly deliver new products to market.
System users have online, real-time capability for quote and policy processing functions. Policy STAR features an open architecture, which allows integration with existing systems.
